Mr.
Norman, owner of RGN Consulting, has been a consultant for over 20 years.
Additionally, before retiring in 2000, he was a California law enforcement officer for over 33 years, 22 of which
were as police chief in 2 different municipal agencies. During the course of his
employment in the late 1970’s, he served as the personnel officer responsible
for coordinating all human resource activities associated with the absorption of
the Lynwood Police Department into the Los Angeles County Sheriff’s
Department. In addition to all personnel classification actions related to the
project, Mr. Norman assisted the Sheriff’s Contract Cities Unit in the
development of the staffing and deployment plans for the resulting contract with
the City of Lynwood.
Due
to the dynamic nature of the field, changing demographics, and challenging
economics, Mr. Norman has developed and implemented several successful police
department reorganizations. In addition to overseeing these changes in both the
Ridgecrest and Foster City Police Departments, he has also assisted the cities
of Keizer and La Grande, Oregon in these efforts. He currently performs patrol
and investigative workload studies, utilizing various industry recognized
models, in formulating his recommendations. Furthermore, he has assisted several
other California cities in developing similar reports for their elected
officials.
Mr.
Norman has also worked with several police and sheriff's departments, and
their associations, in facilitating workshops and developing strategic plans for
the future. Additionally, as an
active community leader, he has facilitated planning sessions
and participated in a variety of board activities resulting in mission
statements, and business plans for many not for profit organizations.
In
addition to lecturing extensively on organizational culture and change, Mr.
Norman has been instrumental in the development of successful strategic plans
for the California Police Chiefs Association, the California POST Commission,
the City of Foster City, the San Mateo County Fire Chiefs Association, the San Mateo County Criminal Justice
Council and others. He has regularly provides
organizational development services to cities and counties throughout the West
Coast.
